From the Mayor:    It looks and feels like winter has definitely arrived. Our first snow fall of the year arrived and stayed for about a week, making it very slick for some of the travelers that were not expecting almost a foot of snow. The roads in Harrison were being plowed during the day and night and then graveled. In spite of the winter weather, I hope everyone had a great Thanksgiving and enjoyed spending the day with their friends and family.

As I approach the end of my second year as your Mayor, I would like to thank the City Council who have worked so diligently and supported me throughout this year. After serving four years as Councilman, at the January 2nd 2012 meeting, we will say goodbye to Kevin Kincheloe. Kevin has been a great asset to the City Council and in spite of his very busy schedule, he remained dedicated in helping make our city so special. He will be greatly missed! As Kevin vacates his chair, Jeff Hall, owner of the Gateway Marina will be taking the oath of office for a four year term along with Russell Riberich and Ron Elliott. Congratualtions to Jeff, Russell and Ron! Each City Council member is paid $25.00 a month, regardless of the number or length of each meeting and members serve a term of four years. That's dedication!

During the month of December we will have our regular City Council meeting on Tuesday, December 6th. This is a regularly scheduled meeting and begins at 7:00 PM. A special meeting on Thursday, December 8th at 6:00 PM will address Keith Shannon's request for annexation. Susan Buxton, our special counsel, will be attending the meeting. We invite you to attend our City Council meetings.

The City continues to work on the Transportation Plan. In the November  newsletter, an overview was reported and Welch Comer Engineers were selected to manage the project along with a Steering Committee. The Steering Committee members are Wanda Irish, Mayor; Barbara Elliott, Planning and Zoning Commission; Mike Smythe, Harrison Businesses; Ron Elliott, Public Works Chairman; and Robert Poole, Public Works Supervisor. There was one public meeting in October to get residents' input and another meeting is scheduled December 15th, 5:00 PM at the Senior Center. During the meeting, citizens and interested parties will have the opportunity to learn about the project, ask questions and express ideas and concerns about traffic, parking and pedestrian safety. Please mark your calendar for that date. You input is very valuable to the City.

VISION STATEMENT:
 
In the 2009 Comprehensive Plan the Planning and Zoning Commissioners wrote: Harrison, in years to come, will be a community that has growth and change but can clearly maintain its desirable small town quality of life. The city is characterized as a small historic community located on a hillside overlooking a beautiful lake and river. The community senses a feeling of place and identity that goes back to the early 1900's when it was much larger.
  • The city is blessed with a lake at its doorstep. An emphasis is placed on developing lakeshore recreational facilities and activities that capitalize on this asset.
  • The community's housing inventory includes a variety of housing types and age. Many housing units in Harrison are over 50 years old. The community chooses to accept an increase in mixed use (residential and commercial) housing in the downtown area along the Scenic Byway, Highway 97.
  • A strong emphasis is place on the "Trail of Coeur d'Alenes" and new facilities related to its use such as rest rooms, destination and information centers, parking areas, etc.
  • A strong emphasis is placed on providing pedestrian and bicycle paths, walkways and trails that connect the "Trail of the Coeur d'Alenes" to all parts of the city.
  • The city encourages economic development on a scale that is commensurate with its setting and its expansion plans.
  • Our vision is to expand the area of city impact to promote a more diverse economic community while retaining the integrity of the environment and small town atmosphere.
  • Vehicular access, street improvements and parking areas are a top priority for the downtown area to provide access to and from businesses, the trail, the boat dock and other city amenities, and to ease the flow of traffic during special events.
  • Encourage businesses which promote and support a desireable, self-sufficient, stable community
