The HURA
(Harrison Urban Renewal Agency)
Accomplishments
The URA has completed the tasks that were set before it by the City Council. The
agency has identified areas of deterioration which can include land that has not been developed to its full potential.
The agency also created a list of projects that will benefit the city. Another essential requirement is to conduct a feasibility
study which shows how the project list will be funded. URAs are able to fund projects when they identify district boundaries
that include one or more parcels of land that are likely to be developed within 5 years. The new tax dollars that are generated
due to the development are diverted to the URA for a period of up to 24 years. The tax dollars that were originally being
collected on the land prior to its being included in the Urban Renewal District are not diverted to the URA.
In addition, new tax dollars that would normally go to the school district are not diverted to the URA.
The Harrison URA has identified an Urban Renewal District
that will, upon its development, generate enough new tax dollars to fund the project list that was created with input from
URA members, City Council members and citizens of Harrison. The boundaries of the district, however, include parcels of land
that are owned by Powderhorn Ranch and are outside the city limits. Those parcels are the ones that will generate the new
tax dollars. The URA has therefore decided to sit back and wait to see whether or not there is an annexation.

The URA adopted Resolution 2009-1 on August 3, 2009 establishing an Urban Renewal District. The plan and feasibility
study was presented to P&Z at their September 16th meeting. P&Z continued their consideration of the plan at their
October 14th meeting and voted to recommend it to City Council with two minor wording changes. The URA Plan and Feasibility
Study moved on to the City Council for their consideration. A Public Hearing was conducted at the City Council
level on December 1, 2009. Funding for the projects in the URA plan is dependent upon annexation of Powderhorn Ranch
parcels on Powderhorn peninsula. Since the annexation has not yet been decided, adoption of the plan is on hold.
The Urban Renwal Plan is available for citizens to review at City Hall.
A first reading of Ordinance 2010-440 to approve the URA Plan was approved by City Council on November 3, 2010. The Ordinance
was published on December 22, 2010, and the URA Plan has been submitted to the Idaho State Tax Commission for approval.
